Adding VCB VMDK files to ESX

I have win 2003 VCB proxy server that creates VCB backups locally on its hard drive (full monolithic -t fullvm -M 1). I share the folder using NFS in windows where the VCB backup files are stored. I am trying to test a DR scenario where I lose the SAN (ESX main storage). I can connect the ESX server to this NFS share and add the VMDK files from the NFS store. When trying to power on the VM with its VMDK files from the NFS I get this message.

Cannot power On VM_NAME on ESX_SERVER in DATA_CENTER. Failed to open disk scsi0:0, '/vmfs/volumes/57f5c709-12c218b28/VM_NAME/vm_name.vmdk' Module DevicePowerOn power on failed.

Shouldn't I be able just to add the VMDK since it's already in monolithic format, single file not multiple 2GB files?
