VDP Stuck at 10%

I am trying to configure vSphere Data Protection 5.5.6.56.  When I go throught the configuration and the system reboots it says in Tasks within vCenter(5.1) "VDP: Configure Appliance" and it stays at 10%(for days).  When I open the console and watch the appliance reboot it says configuring appliance can take 5 minutes.  It takes seconds and goes to the Quickstart Guide screen.

Has anyone else experianced this?
